The Asia Pacific Accreditation and Certification Commission (APACC) conducted two – day on-site inspections at the Technical Education and Skills Development Authority (TESDA) Regional Training Center - Cordillera Autonomous Region (CAR) located in Baguio City and the TESDA Regional Training Center VII located in Cebu City, Philippines on December 16-17 and December 20-21, 2010, respectively. Accreditors and Specialists from Colombo Plan Staff College comprised of Prof. TJ Tesoro – Gayondato, Prof. Dr. Renato M. Sorolla, and Engr. Md. Jahangir Alam validated the centers’ Self Study Reports and provided guidance to them during the on-site visits.

The Regional Training Center – CAR is a Public Vocational Training Center established by Republic Act 7796 dated March 5, 1998. The center aims, through the provision of the state of the art technology and technical capability, to be a leading partner in the promotion, development and implementation of technology- based education and training that will lead to enhanced employability and productivity. It is currently headed by the Center Administrator, Mr. John B. Adawey. The center offers Certificate Courses with duration of 6 months and below including Auto Servicing NC II, Building Wiring Installation NC II, Carpentry NC II, CNC Machining, CNC Programming, Construction Painting NC II, Gas Metal Arc Welding (GMAW) NC II, Machining NC II, Masonry NC II, Plumbing NC II, Reinforced Steel Bar Installation NC II, Shielded Metal Arc Welding (SMAW) NC II, and Tile Setting NC II.

Interview with RTC CAR's Administration

The Regional Training Center VII envisions to be the leading institution in the development of a globally competitive workforce with desirable work values and attitude. The center aims to develop highly competent workforce responsive to the labor market demands through industry-led and enterprise-based programs. The Center Administrator, Engr. Mark Anthony N. Ylanan, manages the overall affairs of the RTC. The center boasts of its co-managed training centers, which is an innovative and contemporary approach in training center governance to maximize the resources and meet the target number of graduates in the most cost-effective way possible. Examples of these are the course Computer Hardware Servicing NC II co-managed with Institute of Electronics and Communications Engineers of the Philippines (IECEP), Machining NC II with Metalworking Industry Association of the Philippines (MIAP), Automotive Servicing NC II with Automotive Service Association Inc. (ASAI), and Shielded Metal Arc Welding (SMAW) NC II with METAPHIL.
